The Annual Meeting gives members the opportunity to participate in the governance of their local telecommunications cooperative, elect Board representation, and take part in any other business that may come before the meeting. Members hear reports from the Board President, Secretary/Treasurer, and CEO/General Manager.

Kelly Dastrup | Vernal District Incumbent
I have lived in the Uintah Basin for most of my life. Though I’ve moved away a few times, the Basin’s unique lifestyle and strong sense of community have always drawn me back. I deeply love this region and am committed to doing my part to make it an even better place to live and raise a family.
My education in Business Management, combined with the practical lessons I learned growing up on a family farm, has given me a solid foundation for tackling real-world challenges. That blend of academic knowledge and hands-on experience has served me well across various professional and business roles.
Since joining the Board of Strata Networks, I’ve worked to bring that same perspective to our cooperative. I focus on making thoughtful, responsible decisions that deliver quality, affordable telecommunications services to our members, support a positive and stable workplace for our employees, and ensure the long-term strength and sustainability of the organization we all own.
This is our cooperative. This is our community. Together, we can continue building on our shared strengths and create an even brighter future for the Uintah Basin.
Max Fabrizio | Tabiona District Incumbent
I am grateful for the opportunity I’ve had to serve Strata Networks members, and I would like to continue that service by representing the Tabiona District for another three-year term on the Board of Directors. With significant changes on the horizon, I’m committed to providing thoughtful guidance and steady support to help our cooperative navigate the future successfully.
My wife Valona and I live in Hanna, where we raised our five children. For many years, I owned and operated Max’s Meat, a business that taught me the value of hard work, customer focus, and making sound decisions in a demanding rural economy.
During my time on the Board, I’ve witnessed Strata embrace exciting advancements in telecommunications and establish itself as a respected leader in our region. I’ve also seen the cooperative successfully overcome past challenges through strong management and dedicated employees. I’m confident that same teamwork and resilience will allow us to meet today’s regulatory and industry demands while continuing to deliver reliable, affordable service to our members.
I genuinely care about Strata Networks, our members and customers, and our hardworking employees. It would be an honor to serve another term on the Board and to keep working together to strengthen our cooperative and our communities across the Uintah Basin.
Melissa Hughes | Tabiona District Candidate
Duchesne County residents deserve a Strata Networks Board of Directors that prioritizes open, transparent, and accessible communication. I am seeking election to the Board to bring my extensive experience in local government and community leadership to strengthen the connections between the cooperative and the members it serves.
I currently serve as Executive Assistant to the Duchesne County Commissioners. In this capacity, I support daily operations, facilitate public meetings, draft official communications, and bridge the gap between county leadership and residents. This hands-on role has strengthened my ability to translate complex issues into clear, understandable, and actionable information.
I also serve as Chair of the Pinon Forest Special Service District, where I oversee budgets, infrastructure projects, and resident relations with a strong emphasis on timely updates and responsive service. In addition, I serve on the Weed Control Board of Directors, advocating for sustainable land management through data-driven discussions and community education, and on the Tabby Valley Parks and Recreation Special Service District, where I help enhance recreational spaces while promoting inclusive events and meaningful resident feedback.
In public service, I firmly believe that effective communication is the foundation of trust, collaboration, and lasting progress. I have coordinated multi-stakeholder initiatives, resolved conflicts through transparent dialogue, and worked to ensure that every resident’s voice is heard in the decision-making process.
If elected to the Strata Networks Board, I will focus on expanding meaningful community outreach, improving communication with members and customers, and strengthening partnerships with county leadership, local districts, and residents throughout the Uintah Basin. As a committed resident of Duchesne County, I am deeply dedicated to public service. It would be an honor to represent you on the Strata Networks Board of Directors.
